Ms. Zemlock is in-house counsel to the Pennsylvania Counties Risk Pool (“PCoRP”), the Pennsylvania Workers’ Compensation Trust (“PComp”), the CCAP Unemployment Compensation Trust (“UC Trust”), the CCAP Health Alliance, the CCAP Prison Inmate Medical Cost Containment Program (“PIMCC”) and the County Managed Care Resource Program (“COMCARE”).  As in-house counsel to these boards, Ms. Zemlock handles an array of issues involving, among other things, corporate governance issues, coverage issues, board policy, pool member issues, legal issues involving the implementation of pool programs and keeping the boards apprised of pertinent legal decisions and changes in the law.

Prior to assuming this in-house counsel position, Ms. Zemlock was in private practice, where she handled both civil and criminal cases, and represented individuals, businesses and municipalities, including counties.  Ms. Zemlock also served as outside General Counsel to PCoRP and the CCAP Health Alliance.

With respect to her civil litigation practice, Ms. Zemlock handled and defended federal civil rights claims, including claims that government conduct infringed upon an individual’s First Amendment rights, Fourth Amendment rights and rights to Due Process of Law.  Ms. Zemlock has also been involved in complex civil litigation involving commercial contracts, the Federal False claims act and debarment issues.  Ms. Zemlock practiced in Federal Court, as well as in Pennsylvania State Courts, including the Commonwealth Court, the Superior Court and the Pennsylvania Supreme Court. 

Turning to her criminal practice, Ms. Zemlock represented companies and individuals indicted for, charged with or accused of, public corruption; tax-related crimes; fraud; money laundering; racketeering and various other types of crimes.  Ms. Zemlock defended individuals and businesses prosecuted by the United States Attorney’s Office, the State Attorney General’s Office and District Attorney’s Offices throughout the Commonwealth of Pennsylvania.  Ms. Zemlock also represented individuals in grand jury proceedings.

Ms. Zemlock is a graduate of Wilson College and The Dickinson School of Law.  She is admitted to practice before Pennsylvania State Courts, the United States Supreme Court, the U.S. Court of Appeals for the 3rd Circuit, the U.S. District Court for the Middle District of Pennsylvania and the U.S. District Court for the Western District of Pennsylvania.  Ms. Zemlock has been appointed by the Pennsylvania Supreme Court to serve on its Minor Judiciary Education Board, and has been appointed as a Hearing Committee Member serving the Disciplinary Board of the Supreme Court of Pennsylvania.
