David Grubb has been Executive Director of the New Jersey Municipal Excess Liability Joint Insurance Fund since 1990 and is Managing Director of PERMA Inc., the firm that manages half of the joint instance funds (JIF) in the state as well as J.A. Montgomery Risk Control.  After graduating from Susquehanna University in 1969, he was an English Teacher in Baltimore before joining Lipton Tea as a Corporate Safety Engineer.  He then became National Safety Manager for A&P Supermarkets and in 1982 was promoted as Director of Insurance and Pension Investments.  While serving as Mayor of Park Ridge in 1985, Mr. Grubb founded the first municipal JIF in New Jersey.  The next year, Governor Thomas Kean appointed him as Deputy Insurance Commissioner.  After the end of his term, Grubb and his business partner acquired PERMA.  They sold the firm to Conner, Strong and Buckelew in 2007 and continue as senior officers.  Grubb is also Chairman of the non-profit New Jersey Safety Institute.
